TOPS Malibu was created by Judy Walker. TOPS Malibu has been in business for over 30 years bringing fun surprise to our customers through Fun Gift and Party Surprises! We manufacture most all product in Oregon. The artisans make the product in their homes or at our warehouse and we are always seeking people who love making crafts.

Judy designs for adults & kids & has manufactured in the USA for over 30 years. “I seek products that provoke thought, interaction, laughter & merriment.” She has an inventive mind & a theatrical background, having worked as an actress in Los Angeles. She designs and runs TOPS Malibu from Kauai, Hawaii where she has lived for 15 years. The TOPS headquarters is located in Springfield Oregon.
